Exchange - Gas Fees Provenance Blockchain - Hash

HASH is a simple utility token used for capturing fees in exchange for the value Provenance Blockchain Network creates.

The fees paid enable the network’s operation and governance.  

A Transaction fee is charged whether a transfer fails or completes successfully (explanation below)
This is a product of how Provenance executes transactions. A transaction (such as a "send") is validated best it can be prior to broadcasting it to chain to attempt to execute. When sending hash (which also pays for fees) it won't know the exact fee to subtract from the total balance prior to the actual work being done on chain to do it. Because of this, the transaction is submitted to chain, and a fee is paid for the submission and attempted execution. Because it realizes at execution time that the TX can not be completed (due to the fee being taken out) the TX fails to successfully execute, but it did submit successfully. When this happens the fee is paid regardless of if the transaction succeeds to actually execute or fails.
